الموازنة بين استعادة الهوية وتحقيق السلامة من الكوارث: المدينة التقليدية درنة بعد إعصار دانيال

الملخص
شهدت مدينة درنة التقليدية تتابعًا استثنائيًا للأحداث الكارثية خلال فترة زمنية وجيزة، حيث تعاقبت عليها كارثتان كبيرتان، مما أدى إلى مضاعفة حجم الأضرار التي لحقت بنسيجها العمراني والتراثي، حيث تعرض النسيج العمراني في جنوب غرب المدينة التقليدية إلى تدمير جسيم فترة أحداث الحرب (2015_2018)، ثم تلاها إعصار دانيال عام (2023) الذي تسبب في تدمير المدينة التقليدية بشكل واسع وجسيم. فقد أصبحت اليوم محط اهتمام محلي ودولي واسع، للتعرف على مصير المدينة ومستقبلها بعد تعرضها لإعصار دانيال. حيث دعا المتخصصون في هذا المجال والمجتمع المحلى الي ضرورة وضع رؤى وخطط إعمار تهدف الي استعادة هوية المدينة وتاريخها الحضري للحفاظ على منطقة تراثية وتاريخية تشكلت عبر قرون من الزمن. تتمثل إشكالية هذه الدراسة في التساؤل حول ماهية الخطط الكفيلة باستعادة النسيج التقليدي، بما يحافظ على الهوية العمرانية ويحقق مطالب المجتمع في استرداد ماضيه وتاريخه، مع مراعاة التحديات والتعقيدات المرتبطة بتحقيق متطلبات السلامة والأمان في مواجهة الكوارث الطبيعية، فضلا عن مراعاة حقوق الملكية للسكان الأصليين. وفي هذا السياق، تبرز الحاجة الملحة الي دراسة منهجية تقدم سيناريوهات محتملة قادرة على تحقيق التوازن بين هذه المتطلبات بما يضمن نجاح عملية إعادة إعمار المدينة، ويحافظ على هذا الإرث للأجيال القادمة. اعتمدت الدراسة على المنهج التاريخي لوصف النسيج التقليدي، والزيارات الميدانية لتقييم الأضرار الحالية، والمنهج التحليلي المقارن للمفاضلة بين ثلاثة سيناريوهات وفق محددات: الأصالة، السلامة، التكلفة، الواقعية وحقوق الملاك. حيث أظهرت النتائج إن السيناريو الأمثل يتمثل في إعادة المعالم المميزة للمدينة (المسجد العتيق، سوق النور، الساحات التقليدية) بخصائصها الأصلية، مع دمج تقنيات حديثة مقاومة للكوارث، وتحويل المناطق السكنية المتضررة إلى فراغات حضرية آمنة، مع تعويض السكان خارج المخطط. كما توصي الدراسة بإنشاء هيئة متخصصة للأشراف على إعادة الإعمار وتوثيق التراث المدمر، وإشراك المجتمع المحلي في عمليات التخطيط مستقبلا......................... الكلمات المفتاحية:................ إعادة الإعمار، التراث العمراني، التخطيط الحضري، المدينة التقليدية، النسيج العمراني، الهوية العمرانية، المرونة الحضرية.
Abstract
The traditional city of Derna experienced an exceptional sequence of catastrophic events within a short period. The urban fabric in the southwestern part of the historic city suffered extensive destruction during the armed conflict (2015–2018), followed by the devastating impacts of Storm Daniel in 2023, which resulted in widespread destruction of the traditional urban core. Consequently, the city has become the focus of considerable local and international attention regarding its future and the prospects for its reconstruction after such unprecedented devastation. Specialists in urban planning, heritage conservation, and the local community have emphasized the urgent need to develop reconstruction strategies aimed at restoring the city's historical identity and preserving its unique urban heritage, which evolved over centuries. The central research problem of this study concerns identifying the most appropriate planning approach for reconstructing the traditional urban fabric while safeguarding the city's architectural identity, responding to community aspirations to recover its historical character, ensuring resilience against future natural disasters, and respecting the property rights of the original residents. Accordingly, the study seeks to develop and evaluate alternative reconstruction scenarios capable of balancing these often competing requirements to ensure a sustainable and successful reconstruction process while preserving Derna's cultural heritage for future generations. The research adopts a historical approach to document the traditional urban fabric, field surveys to assess the current damage, and a comparative analytical method to evaluate three reconstruction scenarios based on authenticity, safety, cost, feasibility, and property rights. The findings indicate that the preferred reconstruction scenario involves restoring the city's principal historical landmarks—including the Old Mosque, Souq Al-Noor, and traditional public squares—to their original architectural character while incorporating modern disaster-resilient construction technologies. The study also recommends converting heavily damaged residential areas into safe urban open spaces and compensating affected residents through relocation outside the historic core. Furthermore, it recommends establishing a specialized authority to oversee the reconstruction process, document the damaged heritage, and ensure effective participation of the local community in future planning and decision-making. .............................
