دراسة واقع الخطط التعليمية في مؤسسات التعليم العالي ومدى مواءمة مخرجاتها لمتطلبات سوق العمل من وجهة نظر الخريجين

الملخص
التعليم العالي سواءً الدبلوم التقني أو الدرجة الجامعية هو شرارة الانطلاق نحو الوظائف المهنية، والهدف الأساسي منه هو تأهيل الخريجين ليكونوا قادرين على شغل الوظائف المتـــــوفرة في سوق العمل بكفاءة وفاعليــــــــــــــــــــــــة، ويكونوا محوراً أساسياً في دفع عجلة التنمية الاقتصادية. ولكن وفي كثير من الأحيان نجــــــــد أن الخطط التعليمية في مؤسسات التعليم العالي من تخصصات ومناهج وبرامج وغيرها تؤثر سلباً على مخرجاتها، مما يؤدي إلى عدم انسجامها مع الواقع الفعلي الذي تفرضه متطلبات سوق العمل. إن معالجة التأثير السلبي المُشار إليه سابقاً والتي تُشكل عاملاً أساسياً لسد الفجوة بين البرامج المتبعة في مؤسسات التعليم العالي ومتطلبات سوق العمل، لا يمكن تحقيقها إلا من خلال عمل بحث شامل لدراسة مكامن الخلل وأوجه القصور في نظامنا الخاص بالتعليم العالي، وهو ما تُركز عليه هذه الورقة البحثية. ولانجاز الدراسة تم إعداد استبانة وتوزيعها على خريجي مؤسسات التعليم العالي، والسبب في اختيارهم للإجابة على فقرات الاستبانة هو أنهم الفئة الأكثر دراية بالخطط التعليمية في مؤسسات التعليم العالي. الهدف الأساسي من الاستبانة هو تحديد الأسباب التي أدت إلى ظهور فجوة بين مخرجات البرامج التي توفرها مؤسسات التعليم العالي والمتطلبات الفعلية لسوق العمل، بعد تحليل نتائج الاستبانة اتضح أن مستوى الخطط التعليمية في مؤسسات التعليم العالي التي لها علاقة بهذه الدراسة يتراوح بين المرتفع والمتوسط وفقاً لإجابات الخريجين، وتبين أن مدى استجابة هذه المؤسسات لاحتياجات سوق العمل يتراوح ما بين المتوسط والمنخفض. بالاستناد على خلاصة النتائج المدونة أعلاه، تم اقتراح بعض الحلول التي من شأنها أن تُحسن البرامج التعليمية في مؤسسات التعليم العالي، وترفع مستوى التكامل بين مخرجات هذه المؤسسات واحتياجات سوق العمل المتغيرة، والذي سيؤدي إلى تقليص البطالة وخلق أجيال من الأفراد القادرين على مواكبة الحداثة ومواجهة التحديات المستقبلية.
Abstract
Higher education, whether it’s a technical diploma or a university degree, is known to be the starting point towards professional careers. Its primary goal is to qualify graduates to occupy; efficiently, the high-demand jobs available in the labor market, for which it works as a hub for advancing developing economies. Many higher-education institutions, however, do not offer graduate programs that represent the requirements of the real labor market. This can lead to create a negative impact by means of inconsistency between the outputs of the higher-education institutions and the needs of the labor market. Addressing the above mentioned negative impact is an essential factor to close the gap between the higher educational programs provided by institutions, and the requirements of the labor market. This can only be done by conducting a thorough research to study the shortcoming and deficiencies in our higher-education system, which is the focus of this research paper. To begin with, a questionnaire was prepared and conducted among individuals who graduated from higher-education institutions, it was decided that the questionnaire to be answered by this category of people (higher-education graduates) because of which they are the ones experiencing the situation the most. The main goal of the questionnaire is to determine the reasons behind which the gap between the outputs of programs offered by the higher-education institutions and the real requirements of labor market.Analyzing the results from the questionnaire reveals that the educational plans at the related higher-education institutions ranges between high and medium; according to graduates. It turns out that, however, the response of these institutions to the needs of the labor market ranges between medium and low. According to the conclusion drawn above, some solutions were proposed to improve the educational programs at the higher-education institutions and to achieve better integration between the outputs of these institutions and the labor market varying-needs. This can finally reduce unemployment and lead to create generations of capable individuals who can keep pace with development and face future challenge
