In the recent years, e-management system has gained significant weight and many governments around the world have accelerated their implementation of system, in order to enhance the efficiency, effectiveness, quality, speed and accessibility of their services. However, in most developing countries, including Libya, E-Management Systems (EMS) continue to be at an early stage and are confronted with many problems linked to adoption and execution. This study aims to consider the problems associated with the low response of employees to adopt the e-management system in developing Arab countries, with a predominant focus on Libya. This study employed a quantitative data collection method using the survey approach to collect data concerning the adoption of e-management system by intended employees. The questionnaires were collected from Employees of the Libyan Interior Ministry by the Non-Probability Convenience sampling Technique, and the valid collected questionnaires were 205. Data analysis for the final study model was performed by Structured Equation Modeling (SEM) using the Partial Least Squares (smart PLS) software. This research recommends the decision-makers in the Libyan Interior Ministry to focus on these three factors supported by this study to enhance the performance of the employees to boost the level of e-management system adoption by the government employees
