تطبيقات الذكاء الاصطناعي في إدارة تنفيذ مشاريع البناء في ليبيا: دراسة ميدانية

الملخص
تتناول هذه الدراسة دور تطبيقات الذكاء الاصطناعي في إدارة تنفيذ مشاريع البناء والهندسة الإنشائية وهندسة المياه والموارد المائية في ليبيا، مع التركيز على إمكاناتها في دعم التخطيط وصنع القرار وضبط خطط المشروع وتخصيص الموارد والمتابعة في الوقت الفعلي واستكشاف المخاطر بصورة استباقية. كما تُبرز الدراسة كيفية الاستفادة من هذه التقنيات في إدارة مشاريع البنية التحتية المائية، مثل نمذجة شبكات إمداد المياه، والتنبؤ بالأعطال والتسريبات، وتحسين كفاءة معالجة وتوزيع المياه، ومراقبة الجودة في الوقت الفعلي. اعتمدت الدراسة المنهج الوصفي التحليلي، واستندت في جانبها الميداني إلى استبانة بلغت الاستجابات القابلة للتحليل فيها 72 استجابة. صُممت الأداة في أربعة محاور وفق إطار SWOT: نقاط القوة، ونقاط الضعف، والفرص، والتهديدات. أظهرت البيانات أن نقاط القوة حظيت بدرجة أهمية مرتفعة، وكان ضبط خطط المشروع وتحسين التواصل من أبرز الجوانب الإيجابية، بينما اعتُبرت بعض نقاط الضعف، ولا سيما التكلفة والقضايا القانونية، ذات أهمية متوسطة. كما حظيت فرص الذكاء الاصطناعي بأهمية مرتفعة، وخاصة المراقبة في الوقت الفعلي واستكشاف المخاطر استباقياً. وفي المقابل ظهرت تهديدات مرتبطة بالاعتماد المفرط على التكنولوجيا وأمن المعلومات وخصوصية البيانات والتحيز ومقاومة التغيير. وتشير النتائج إلى أن القيمة العملية للذكاء الاصطناعي لا تتحقق بمجرد إدخال التقنية، بل تتطلب بيانات مناسبة وتأهيلاً مهنياً وحوكمة واضحة وإبقاء القرار الهندسي والبشري في مركز العملية................

Abstract
This study examines the role of artificial intelligence (AI) applications in the management of construction projects, structural engineering projects, and water and water resources engineering projects in Libya, with a focus on their potential to support planning and decision-making, control project plans, allocate resources, conduct real-time monitoring, and proactively identify risks. The study also highlights how these technologies can be utilized in managing water infrastructure projects, including water supply network modeling, prediction of failures and leaks, improving the efficiency of water treatment and distribution, and real-time quality monitoring.
The study adopted a descriptive-analytical approach and relied, in its field component, on a questionnaire, with 72 valid responses available for analysis. The instrument was designed around four dimensions based on the SWOT framework: strengths, weaknesses, opportunities, and threats. The findings showed that the strengths dimension received a high level of importance, with project plan control and improved communication identified among the most prominent positive aspects. In contrast, some weaknesses, particularly cost and legal issues, were considered to be of moderate importance. AI-related opportunities also received a high level of importance, particularly real-time monitoring and proactive risk identification.
Conversely, the findings revealed threats associated with excessive reliance on technology, information security, data privacy, bias, and resistance to change. The results indicate that the practical value of AI cannot be achieved merely through the introduction of the technology; rather, it requires appropriate data, professional training, clear governance, and maintaining human and engineering decision-making at the center of the process...............
