الملخص
يعتبر التحول الرقمي عملية استراتيجية تهدف إلى تحقيق التحسين المستمر والتكيف مع التطورات التكنولوجية واحتياجات السوق. يتطلب التحول الرقمي التفكير الاستراتيجي والتخطيط الجيد والالتزام بالابتكار المستمر لتحقيق النجاح في عصر الرقمية، ومع ذلك، فإن التحول الرقمي يشكل تحديات أيضًا مثل تكلفته وتعقيده، وتغيير الثقافة التنظيمية، وتحديات الأمان والخصوصية. هدفت الدراسة الحالية على تحديد الصعوبات والتحديات التي تواجه التعليم العالي التقني وكذلك التعرف على مقومات النجاح والتغيرات التي يمكن أن يحدثها التحول الرقمي في النظام التعليمي العالي التقني. وعليه استخدم في هذا البحث المنهج الوصفي التحليلي وذلك بتوزيع استبيان كأداة رئيسية للدراسة، ومن تم رصدت النتائج توجها إيجابيا نحو أراء أعضاء هيئة التدريس وأراء الطلبة في توظيف تقنيات التحول الرقمي داخل التعليم العالي التقني وذلك بعد مواجهة التحديات التي تواجههم وعليه اوصت الدراسة بتطوير البنية التحتية التقنية وذلك بتحسين شبكات الانترنت ووضع خطط واستراتيجيات لتقديم الدعم التقني للطلبة وأعضاء هيئة التدريس والمؤسسات التعليمية.

Abstract
Digital transformation is a strategic process aimed at achieving continuous improvement and adaptation to technological developments and market needs. Digital transformation requires strategic thinking، good planning and commitment to continuous innovation to succeed in the digital age، However، digital transformation also poses challenges such as its cost and complexity، changing organizational culture، security and privacy challenges. The current study aimed to identify the challenges and difficulties facing digital transformation in Technical Higher Education and identify plans and strategies that can be adopted to develop digital technical higher education in Libya. Accordingly، the two researchers used the descriptive analytical method by distributing a questionnaire as the main tool for the study، and then the results were monitored positively towards the opinions of faculty members and students in the use of digital transformation technologies within Libyan universities، after facing the challenges facing them. Accordingly، the study recommended the development of technical infrastructure by improving internet networks and developing plans and strategies to provide technical support to students and faculty members.
